Ayya Vaikundar incarnated from the sea of Thiruchendur and after telling the secret about the incarnation to Veiyelal (the mother of Sampooranathevan known as Muthukutty in human history) he walked towards Detchanam. At that time Muruga met him and fell on his feet facing the north direction. At once Vaikundar told Muruga, :"I am going to destroy the Kaliyan and so if you degrade my advice you will have to suffer a lot. Till now you have done so. Vaikundam had taken birth and is going to rule under single umbrella. So from here, Devas of all logas which were surrounded by Sky should obey me. Here are the rules for all of you" By saying so, Vaikundar produced "acts" for all god-heads.
